Many persons displaced by civil war come to Goma and establish squatter camps, such as this one, which are later recognized by the UN and afforded a modicum of food aid and social services. On the morning of this visit, reduction in food rations along with a recent government raid, which had driven some people out of the camp, caused a riot. UN relief agency workers were sympathetic but had few resources to help the situation.
